Catch tags that would print blank

Why it matters. A tag whose parameter is empty — or whose host vanished from a link — still sits on the drawing. It looks placed. It prints nothing.

What VI MCP does. Ask for empty tags. The rows are the tags, so clearing a plan of blank marks needs no special delete command — isolate, review, delete.
