Change worksets without taking ownership

Worksets and who owns what

Why it matters. A shared-model bulk edit fails halfway because half the walls belong to someone else. Checkout cannot run inside the transaction the host already opened.

What VI MCP does. Ownership is tallied next to the model. Not-owned members are named and skipped. Moving a found set onto a workset does the same: skip, do not steal.
