Put a revision on the right sheets

Why it matters. A revision reaches a sheet two ways and only one is writable. A no-op on half the set reads like a full success — drawings go out claiming a revision they do not carry.

What VI MCP does. Only revisions added by hand can come off. A cloud-held one is reported with the reason, so the issue set is honest about what actually moved.
